In recent years, economic challenges such as sanctions, fluctuations in oil revenues, and inflation have influenced the distribution of financial resources, leading to shifts and restrictions in spending priorities. During periods of rising oil prices, there is greater flexibility for investing in public services, while in times of recession, austerity measures tend to reduce these expenditures, affecting overall development in these areas. Given the importance of budgeting, the main objective of this article is to evaluate and rank the country's budgeting system from 1374 to 1398 using the Data Envelopment Analysis (DEA) technique. The purpose of budget allocation ranking is to provide a clear understanding of how resources have been distributed over time and to assess the impact of these decisions on national development. This analysis helps identify strengths and weaknesses in fiscal policy and offers insights for future budgeting strategies that can better balance economic growth, social welfare, and infrastructural development.</p> <p>ارزیابی و رتبه‌بندی بودجه نقش مهمی در درک اولویت‌های مالی و جهت‌دهی اقتصادی یک کشور دارد. طی سال‌های گذشته، چالش‌های اقتصادی از جمله تحریم‌ها، نوسانات درآمدهای نفتی و تورم بر توزیع منابع مالی تأثیر گذاشته است. این امر منجر به تغییر و ایجاد محدودیت‌هایی در اولویت‌های هزینه شده است. در دوره‌های افزایش قیمت نفت، انعطاف‌پذیری بیشتری برای سرمایه‌گذاری در خدمات عمومی وجود دارد، در حالی که در دوران رکود، اقدامات ریاضتی تمایل به کاهش این هزینه‌ها دارد و بر توسعه کلی این مناطق تأثیر می‌گذارد. با توجه به اهمیت موضوع بودجه‌ریزی، هدف اصلی ارزیابی و رتبه‌بندی سیستم بودجه‌ریزی کشور طی سال‌های 1374 تا 1398 با استفاده تکنیک تحلیل پوششی داده‌ها می‌باشد. هدف از رتبه‌بندی تخصیص بودجه، ارائه درک روشنی از نحوه توزیع منابع در طول زمان و ارزیابی تأثیر این تصمیمات بر توسعه ملی است. این تجزیه و تحلیل به شناسایی نقاط قوت و ضعف در سیاست مالی کمک می‌کند و بینش‌هایی را برای استراتژی‌های بودجه‌ریزی آتی ارائه می‌دهد که می‌تواند رشد اقتصادی، رفاه اجتماعی و توسعه زیرساختی را متعادل‌تر کند.</p> https://www.dsisj.com/index.php/dsisj/article/download/7/4
